一、項(xiàng)目介紹

國家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）（簡稱“海外優(yōu)青”）是國家自然科學(xué)基金委員會(huì)自2021年起設(shè)立的國家級重大人才工程項(xiàng)目之一。旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國建設(shè)貢獻(xiàn)力量。

二、申報(bào)條件

1.遵守中華人民共和國法律法規(guī)，具有良好的科學(xué)道德，自覺踐行新時(shí)代科學(xué)家精神;

2.申報(bào)當(dāng)年未滿40周歲（出生日期在1984年1月1日（含）以后）;

3.具有博士學(xué)位;

4.研究方向主要為自然科學(xué)、工程技術(shù)等;

5.在取得博士學(xué)位后至2024年3月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績特別突出的，可適當(dāng)放寬工作年限要求;

6.取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿?

7.申請人尚未全職回國（來華）工作，或者2023年1月1日回國（來華）工作不滿1年。獲資助通知后須辭去海外工作或在海外無工作，全職回國（來華）工作不少于3年;

8.限項(xiàng)要求:執(zhí)行中央有關(guān)部門關(guān)于國家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國家科技人才計(jì)劃支持期內(nèi)只能承擔(dān)一項(xiàng)，不能逆層次申請。

01薪酬待遇

基礎(chǔ)年薪100萬及以上；各級人才補(bǔ)貼總計(jì)300萬元。

02科研經(jīng)費(fèi)

提供最高超1000萬元的科研經(jīng)費(fèi)支持（含國家資助經(jīng)費(fèi)100-300萬元），根據(jù)項(xiàng)目特點(diǎn)按需商議提供。

03學(xué)術(shù)環(huán)境

提供科研團(tuán)隊(duì)組建所需的人才、場地等多方面支持；研究院建有多個(gè)公共技術(shù)平臺和共建實(shí)驗(yàn)室，可以為科研工作提供配套設(shè)備支持。

04生活保障

提供房票及安家補(bǔ)貼170萬元起；購房前可申請紹興市100-200平米的配套人才住房或租房補(bǔ)貼60萬元；享受配偶安置、子女入學(xué)、養(yǎng)老醫(yī)療等方面的支持政策。

05發(fā)展支持

認(rèn)定為研究院“鑒水百人計(jì)劃”研究員（I類），可申請浙江大學(xué)研究生招生資格，兼聘至浙江大學(xué)相關(guān)院系，享受浙江大學(xué)兼任教師的相關(guān)福利待遇；業(yè)績優(yōu)秀者，可申請浙江大學(xué)長聘教職。

三、特別說明

進(jìn)入會(huì)評但未獲項(xiàng)目立項(xiàng)的優(yōu)秀人才，經(jīng)研究院遴選程序，可認(rèn)定為“鑒水百人計(jì)劃”研究員（Ⅱ類），同樣享受優(yōu)厚的政策待遇，可申請浙江大學(xué)研究生招生資格，兼聘至浙江大學(xué)相關(guān)院系，享受浙江大學(xué)兼任教師的相關(guān)福利待遇；業(yè)績優(yōu)秀者，可申請浙江大學(xué)長聘教職。

五、研究院簡介

浙江大學(xué)紹興研究院是紹興市與浙江大學(xué)全面深化市校戰(zhàn)略合作共建的具有獨(dú)立法人性質(zhì)的事業(yè)單位，于2022年1月揭牌成立。研究院重點(diǎn)圍繞集成電路、生物醫(yī)藥、醫(yī)療器械、新材料、文旅融合等與紹興主導(dǎo)產(chǎn)業(yè)相關(guān)領(lǐng)域，開展前沿關(guān)鍵技術(shù)研發(fā)創(chuàng)新、高層次人才引育和高科技產(chǎn)業(yè)項(xiàng)目孵化，全力打造國內(nèi)領(lǐng)先、國際一流的集成電路產(chǎn)業(yè)創(chuàng)新高地、生命健康產(chǎn)業(yè)創(chuàng)新高地和名城紹興研究高地。

研究院現(xiàn)已設(shè)立微電子研究中心、生命健康研究中心和亞洲文明研究中心，常駐人員300余人，其中中國科學(xué)院院士1人，國家級人才18人，省級人才8人，依托研究院成功申報(bào)國家級人才5人，現(xiàn)有全職研發(fā)人員200余名，全職博士53人。

In order to focus on major scientific and technological innovation platforms, construction of new research and development institutions, and development of key industries, SXIZJU (Shaoxing Institute, Zhejiang University) cordially invites excellent overseas young scientists to apply, on the basis of the institute, for the National Excellent Young Scientists Fund (Overseas) sponsored by the National Natural Science Foundation of China.

About the Fund

The National Natural Science Foundation of China (NSFC) launched the NSFC Excellent Young Scholars Fund (Overseas) in 2021, in order to attract and encourage outstanding young overseas scholars (including non-Chinese expatriates) who have achieved good accomplishment in natural science and engineering technology, etc., to return (or come) to China to work. NSFC encourages the young overseas scholars to choose research directions independently and carry out innovative research, which promotes the rapid growth of young scientific and technological talents, cultivates a group of outstanding key scholars who are expected to rank the forefront of science and technology in the world, and provides powerful support for building China's strength in science and technology.

Eligibility

1. Complying with the laws and regulations of the People's Republic of China, have good scientific ethics, consciously practice the spirit of scientists of the new era;

2. Born after January 1,1984;

3. Having a doctorate degree;

4.The research mainly focuses on natural sciences, engineering technology,etc.;

5. Generally obtaining formal teaching or scientific research positions in overseas universities, scientific research institutions, or corporate R&D institutions, and having worked for more than 36 consecutive months; for those who have obtained a doctorate degree overseas with outstanding performance,the requirements for working years can be lowered appropriately;

6. Having obtained scientific research or technical achievements recognized by peer experts, and having the potential to become academic leaders or outstanding talents in corresponding field;

7. The applicant who has not yet returned (or come) to work in China full-time, or returned (or came) to work in China after January 1.2023. must resign from work abroad upon notification of funding or have no job overseas and guarantee no less than 3 years of full-time work in China;

8. Applicants shall only apply for or undertake one type of project among the same level of government-sponsored talent plans. Those who have undertaken a project at a higher level may not apply for one at a lower level.

(Ps:The above conditions are based on the guidelines of NSFC Excellent Young Scholars Fund (Overseas) in 2023, the specific qualifications shall be subject to NSFC's guidelines for this program issued in 2024.）

Awards

We sincerely invite global talents to apply for the Excellent Young Scientists Fund (overseas) of the National Natural Science Foundation of China, and welcome overseas outstanding scholars to join Shaoxing Institute, Zhejiang University.In addition to the national award, we  provide the following benefits:

Salary and Benefits：An annual salary of no less than 1 million CNY；Talent subsidies at all levels total 3 million CNY.

Financial support：(1) The National Natural Science Foundation of China provides a funding of 1 to 3 million CNY, with a funding period of 3 years；(2) SXIZJU provides no less than 75 million CNY in research start-up funding.

Research Conditions：Support for the formation of academic teams；Public technology platform and ready-to-use laboratory space supported by SXIZJU and ZJU.

Living Security：Subsidies of 1.7 million CNY for resettlement or house purchase, and atalent apartments of 100-200 square meters sponsored by Shaoxing or home rental allowances of 60,000 CNY; Eligibility for Shaoxing's talent introduction policy, with spouse and children eligible for residency benefits, education resources and high-level medical services.

Development platform：Directly recognized as a "Jianshui Talents Program" researcher(Class I), that can apply for the qualification of graduate enrollment at ZJU,and be employed as a part-time teacher of ZJU. Those who made outstanding achievements will have the chance to be employed as a full-time teacher of ZJU.

Other：Excellent talent can still be recognized as a "Jianshui Talents Program" researcher(Class Ⅱ) through the selection process of SXIZJU, even though you are not approved for the project. The  "Jianshui Talents Program" researcher(Class Ⅱ)  can also apply for the qualification of graduate enrollment at ZJU,be employed as a part-time teacher of ZJU, and have the chance to be employed as a full-time teacher of ZJU.

About us

The Shaoxing Institute of Zhejiang University (hereinafter referred to as “SXIZJU”) was inaugurated in January 2022 as an independent legal person jointly built by Shaoxing Municipal Government and Zhejiang University to comprehensively deepen the strategic cooperation between Shaoxing and the university. Focusing on the leading industries of Shaoxing, such as integrated circuits, biomedicine, medical devices, new materials, cultural and tourism integration, SXIZJU carries out R&D of cutting-edge technologies, high-level talents introduction and cultivation, and high-tech industry projects incubation in order to create a domestic leading, world-class innovation highland of the integrated circuit industry, life and health industry and research highland of the famous city Shaoxing.

SXIZJU has set up Microelectronics research center, Life and Health research center and Asian Civilization Research Center, with more than 300 resident staff, including 1 academician of the Chinese Academy of Sciences, 18 national talents (including 5 who have won the title through the institute), 8 provincial talents, more than 200 full-time R&D personnel and 53 full-time doctors.

Supported by NSFC and the Natural Science Foundation of Zhejiang and approved as the New R&D Institute of Zhejiang Province, the Postdoctoral Workstation of Zhejiang Province and the Academician Workstation of Shaoxing City, SXIZJU has established “Jianshui Talents Program” to open up the talent co-education platform of Zhejiang University and has obtained the independent evaluation qualification of “Home of Celebrities” Talent Program of Shaoxing. We have built a power micro-electronic testing platform with CNAS qualification, a high-standard MEMS sensor technology platform, a medical device analysis and test platform, and will soon build a pilot-level CDMO platform for cell gene therapy. At the same time, Shaoxing Key Laboratory for Safe Operation of New Power System and Shaoxing Pilot Base for Transformation of Scientific and Technological Achievements (Pilot Base for Transformation of Advanced Packaging Scientific and Technological Achievements) have been built.

We have gradually established close cooperation with domestic and overseas enterprises and research institutes, including the joint laboratory of advanced biomaterials and medical device industry transformation co-built with Spain Biomaterials Research Center, the life and health industry achievement transformation base with Zhejiang Zhenyuan Co., LTD, the joint laboratory of magnetic navigation surgical robot with Meio CadiNav Medical, and the joint laboratory of nuclear power equipment with Ensense Technology Co., LTD. SXIZJU has conducted national advanced training courses such as integrated circuit industry development and other related training for nearly 1,000 people from enterprises and public institutes and has been approved more than 20 major science and technology projects above the provincial and ministerial level. We have carried out more than 40 technical services for enterprises and incubated 16 technology-based enterprises.

The historic city of Shaoxing is located in the core area of Hangzhou Bay in the Yangtze River Delta.
