重慶郵電大學(xué)坐落于著名歷史文化名城、中西部地區(qū)唯一的直轄市--重慶，是國(guó)家布點(diǎn)設(shè)立并重點(diǎn)建設(shè)的郵電高校之一，是工業(yè)和信息化部與重慶市共建的一所特色鮮明、優(yōu)勢(shì)突出，在信息通信和人工智能領(lǐng)域具有重要影響的高水平大學(xué)。

Chongqing University of Posts and Telecommunications (CQUPT) sits in Chongqing, a famous historical and cultural city and the only municipality in the central and western regions, and is one of the posts and telecommunications universities established by the state, and is a high-level teaching and research university with distinctive features and outstanding advantages jointly built by the Ministry of Industry and Information Technology (MIIT) and Chongqing Municipality, which has an important influence in the field of information and communications.

CQUPT has more than 29,000 students, including more than 7,200 graduate students. There are more than 2,100 active faculty and staff members, including more than 870 teachers with senior titles, and more than 900 doctoral supervisors and master’s supervisors. There are 17 colleges and 61 undergraduate majors in the university, including 17 national first-class major construction projects, 5 national featured majors, 5 majors implemented by national engineers with excellence, 1 national undergraduate major comprehensive reform pilot program. Communication Engineering and other 10 majors have passed the China Engineering Education Professional Accreditation. In recent years, CQUPT has optimized the discipline structure and the disciplinary advantages have formed with information and communication technology and AI leading the coordinated development of multiple disciplines.

CQUPT has 2 first-class disciplines in Chongqing, 16 key disciplines in Chongqing, 5 “Artificial Intelligence +” discipline group construction projects in Chongqing, 2 first-level discipline doctoral degree authorizations, 19 first-level discipline master’s degree authorizations, and 25 professional master’s degree categories and professional fields, covering engineering, science, economics, management, literature, art, law, education and other disciplines. Disciplines of engineering, computer science and material science are ranked in the top 1% of ESI (of which engineering and computer science have entered 2.5‰).

Adhering to independent innovation, CQUPT is a national advanced collective for information industry science and technology innovation and a national demonstration project base for high-tech industrialization, and is regarded as “the birthplace of China’s digital communication”. CQUPT now has a Mobile Communication Terminal and Internet Controlled National & Local Joint Engineering Research Center, the Demonstration Base for International Cooperation in Science and Technology of Chongqing Industrial IoT (Internet of Things), Big Data Intelligent Computing National International Science and Technology Cooperation Demonstration Base, China-Korea Belt and Road Joint Laboratory on Industrial Internet of Things. There are more than 70 key laboratories, engineering research centers and humanities and social science bases of National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, Ministry of Education and Chongqing Municipality. CQUPT has been honored with awards from the State Science and Technology Awarding Meeting of the People’s Republic of China, the State Technological Innovation Award, the State Science and Technology Advancement Award, and the Top Ten Scientific and Technological Progresses of Chinese Universities.

At present, Chongqing Municipality focuses on building four major science and innovation highlands, namely digital intelligence technology, life and health, new materials, green and low-carbon, and “33618” Modern Manufacturing Cluster System, and makes the construction of strategic talent strength as the top priority. 二、項(xiàng)目定位 Program Introduction

優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）旨在吸引和鼓勵(lì)在自然科學(xué)、工程技術(shù)等方面已取得較好成績(jī)的海外優(yōu)秀青年學(xué)者（含非華裔外籍人才）回國(guó)（來(lái)華）工作，自主選擇研究方向開(kāi)展創(chuàng)新性研究，促進(jìn)青年科學(xué)技術(shù)人才的快速成長(zhǎng)，培養(yǎng)一批有望進(jìn)入世界科技前沿的優(yōu)秀學(xué)術(shù)骨干，為科技強(qiáng)國(guó)建設(shè)貢獻(xiàn)力量。

The Excellent Young Scientists Fund Program (Overseas) aims to attract and encourage outstanding young scholars (including non-Chinese foreign talents) who have achieved notable accomplishments in natural sciences, engineering, and related fields to return to China and perform their talents. Scholars are encouraged to independently choose their own research directions and conduct innovative studies, fostering a rapid development in scientific and technological youth talents. The program seeks to cultivate a great number of promising academic commander capable of making contributions at the forefront of global science and technology, thereby contributing to the construction of a technologically strong nation.

三、申報(bào)條件 Application Criteria

以下條件參考《2024年國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)項(xiàng)目指南》為準(zhǔn)。

（一）優(yōu)秀青年科學(xué)基金項(xiàng)目（海外）的申請(qǐng)人應(yīng)當(dāng)具備以下條件：

1. 遵守中華人民共和國(guó)法律法規(guī)，具有良好的科學(xué)道德，自覺(jué)踐行新時(shí)代科學(xué)家精神；

2. 出生日期在1984年1月1日（含）以后；

3. 具有博士學(xué)位；

4. 研究方向主要為自然科學(xué)、工程技術(shù)等；

5. 在取得博士學(xué)位后至2024年4月15日前，一般應(yīng)在海外高校、科研機(jī)構(gòu)、企業(yè)研發(fā)機(jī)構(gòu)獲得正式教學(xué)或者科研職位，且具有連續(xù)36個(gè)月以上工作經(jīng)歷；在海外取得博士學(xué)位且業(yè)績(jī)特別突出的，可適當(dāng)放寬工作年限要求；

6. 取得同行專家認(rèn)可的科研或技術(shù)等成果，且具有成為該領(lǐng)域?qū)W術(shù)帶頭人或杰出人才的發(fā)展?jié)摿Γ?/p>

7. 申請(qǐng)人尚未全職回國(guó)（來(lái)華）工作，或者2023年1月1日以后回國(guó)（來(lái)華）工作。獲資助通知后須辭去海外工作或在海外無(wú)工作，全職回國(guó)（來(lái)華）工作不少于3年。

8. 限項(xiàng)要求：執(zhí)行中央有關(guān)部門關(guān)于國(guó)家科技人才計(jì)劃統(tǒng)籌銜接的要求。同層次國(guó)家科技人才計(jì)劃只能承擔(dān)一項(xiàng)，不能逆層次申請(qǐng)。

The following criteria should be based on the "Guide for the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) 2024".

1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：

（1）Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.

（2）Born on or after January 1st , 1984.

（3）Hold a doctoral degree.

（4）The main research focus shall cover natural sciences, engineering, and related fields.

（5）After obtaining a doctoral degree and before April 15, 2024, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed.

（6）Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.

（7）Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2023, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. They are required to work full-time in China for a minimum of 3 years.

（8）Restrictive Requirements：Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.

四、依托優(yōu)勢(shì) Advantages and Supporting Conditions

（一）地緣優(yōu)勢(shì)

享有政策規(guī)定的基本工資、公積金、社會(huì)保險(xiǎn)等福利待遇，參與學(xué)�？�(jī)效工資分配，以及國(guó)脈學(xué)者人才補(bǔ)貼和學(xué)校高水平成果獎(jiǎng)勵(lì)津貼; 科研啟動(dòng)費(fèi)、安家補(bǔ)助采取“一事一議”方式約定。

（四）資源配置

提供優(yōu)良的科研環(huán)境與發(fā)展平臺(tái)，根據(jù)工作需要提供充足辦公實(shí)驗(yàn)用房及配套設(shè)施，在人才引進(jìn)、團(tuán)隊(duì)組建方面給予優(yōu)先支持。

（五）住房公寓

入編入職可申購(gòu)學(xué)校預(yù)留人才房，外籍人才聘期提供專家公寓。

（六）子女教育

學(xué)校建有校屬幼兒園、附屬小學(xué)和附屬中學(xué)，教職工子女可入讀。

幼兒園（校內(nèi)）；

附屬小學(xué)（重慶市南岸區(qū)南山珊瑚實(shí)驗(yàn)小學(xué)校）；

附屬中學(xué)（重慶第二外國(guó)語(yǔ)學(xué)校）。

（七）醫(yī)療服務(wù)

享受重慶市三甲醫(yī)院醫(yī)療服務(wù)。

（八）導(dǎo)師資格

符合研究生導(dǎo)師遴選條件和“綠色通道”職稱申報(bào)條件的可認(rèn)定導(dǎo)師資格和職稱，保障碩士、博士和博士后招收指標(biāo)。

（九）其他待遇

依托我校申報(bào)進(jìn)入會(huì)評(píng)階段但未入選者，學(xué)校聘為“文峰人才工程”傳郵學(xué)者崗位，優(yōu)先推薦申報(bào)國(guó)家和重慶市人才支持項(xiàng)目，享受相關(guān)待遇。

1. Geographical advantages: CQUPT sits in the urban area of Chongqing, a national historical and cultural city, the center of international exchanges in the central and western regions, an important city in Chengdu-Chongqing economic circle, and a joint point of the BRI and the Yangtze River Economic Belt, and plays a unique and important role in the country’s regional development and opening up.

2. Appointment position: Recruits are offered Guomai Scholar position on the public institution system of contractual employment and enjoy the national and Chongqing talent support policies.

3. Benefits: basic salary, provident fund, social insurance and other welfare benefits, entitled to the distribution of school performance pay, Guomai Scholar Talent subsidy and high-level achievement reward; a case-by-case approval system to the settlement grant, scientific research start-up funds;

4. Work equipment: office, lab and other supporting facilities are provided according to work needs, and priority is given in talent introduction and team building;

5. Housing and apartment: housing units on campus are reserved for recruits to purchase and apartment for foreign talents during the employment period;

6. Children’s education: CQUPT has high-quality affiliated kindergarten, primary school and secondary school.

7. Healthcare: get access to the medical service of Chongqing Grade 3A hospitals;

8. Supervisor qualification: recruits can be recognized as tutors and professors, if meeting the conditions for green channel, to supervise masters, doctors and postdocs.

9. Other advantages: applicants who pass communication review, but not selected, will be employed as Chuanyou Scholars of CQUPT “Wenfeng Talent Project”, and priority will be given to recommending to apply for the national and Chongqing talent support projects and relevant treatment.

五、申請(qǐng)方式 Application Procedure

（一）符合條件的申請(qǐng)人，可按照項(xiàng)目指南要求，與依托單位簽訂工作合同或者意向性協(xié)議，于2024年1月15日以后登錄信息系統(tǒng)(https://grants.nsfc.gov.cn/) ，在線填寫《國(guó)家自然科學(xué)基金優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)申請(qǐng)書》 (以下簡(jiǎn)稱申請(qǐng)書)。申請(qǐng)人對(duì)所提交申請(qǐng)材料的真實(shí)性負(fù)責(zé)。

（二）申請(qǐng)人應(yīng)當(dāng)按照申請(qǐng)書填報(bào)說(shuō)明和撰寫提綱的要求用簡(jiǎn)體中文或英文在線填寫申請(qǐng)書，并上傳附件等材料。

（三）優(yōu)秀青年科學(xué)基金項(xiàng)目(海外)實(shí)行無(wú)紙化申請(qǐng)方式，申請(qǐng)人在線提交電子申請(qǐng)書及附件、公正性承諾書等材料至依托單位，由依托單位審核后在線提交自然科學(xué)基金委。

（四）請(qǐng)申請(qǐng)人于2024年4月13日前提交電子申請(qǐng)書及附件材料。

1. Eligible applicants can sign a work contract or an agreement of intent with supporting institutions according to the requirements of the program guidelines, and log in the information system (https://grants.nsfc.gov.cn/) after January 15, 2024 to fill out the Application for Science Fund Program for Distinguished Young Scholars of the National Natural Science Foundation of China (Overseas) (hereinafter referred to as the Application). Applicants are responsible for the authenticity of the submitted application materials.

2. Applicants should complete the Application in simplified Chinese or English and upload attachments and other materials in accordance with the instructions and outline of the Application.

3. The Science Fund Program for Distinguished Young Scholars (Overseas) is a paperless application. Applicants should submit the electronic Application and attachments, the commitment of impartiality, etc. to the supporting institutions online, and the supporting institutions will review and submit the Application to the NSFC online.

4. Applicants are requested to submit the electronic application form and attachments before April 13, 2024.
